Revisions and Amendments

COBRA is a complex law. It has also been expanded and revised 12 times since it was started on April 7th, 1986. Amendments include:

  • October 22, 1986 The Tax Reform Act of 1986
  • November 10, 1988 the Technical and Miscellaneous Revenue Act of 1988 (TAMRA
  • December 19, 1989 the Omnibus Budget Reconciliation Act of 1989
  • November 5, 1990, the Omnibus Budget Reconciliation Act of 1990
  • August 10, 1993, the Omnibus Budget Reconciliation Act of 1993
  • August 20, 1996, the Small Business Job Protection Act of 1996
  • August 21, 1996, the Health Insurance Portability and Accountability Act of 1996 (HIPAA)
  • August 6, 2002, the Trade Act of 2002
  • February 17, 2009, the American Recovery and Reinvestment Act of 2009
  • Enacted the COBRA premium subsidy of 65%
  • December 19, 2009, the Department of Defense Appropriations Act of 2010
  • March 3, 2010, the Temporary Extension Act of 2010
