I am located in Miami Florida. My employer is small, so the sec in charge of the health plan is telling me I will not be getting the health insurance papers. Is this correct?

no- Florida has its own mini COBRA law of your 2 to 19 employees, you should be getting the paperwork to continue your group health insurance. Here's a link to the law:
