A company in CA had 35 employees, and as such, was Federal COBRA compliant. Recently, the company was forced to layoff 20 employees. The group's renewal for group Medical, Dental and Vision is Jan. 1, 2012. Can they still be a Federal COBRA group, or, since the census has shrunk, are they now a CALCOBRA group? If so, does the change take place at renewal? How does this work?
