I have a family member who was recently laid-off and collecting unemployment. His employer has less than 20 employees and he was not offered COBRA. It appears, according to this website, that in the state of Pennsylvania he may be able to still qualify for mini-COBRA coverage in this state for 18 months if the employer has 2-19 employees. Is this correct and what is your recommendations on providing information to the employer that he may qualify for COBRA benefits?

Contact the State Insurance Commissioner and possibly file a complaint with the Pennsylvania Attorney Generals Office. In Pennsylvania you may qualify for mini-COBRA coverage if the employer has 2-19 employees.
