Yes, this is correct. The extension only applies to fully insured health plans and is administrated by the health carrier directly.

: Does CalCobra apply to Self-Insured medical plans. More specifically, I received a phone call from a California resident who is covered by Federal Cobra. His Federal Cobra 18 mo. coverage extension is expiring and he has been told by his former employer that he is not eligible for another 18 mo. through CalCobra because CalCobra does not apply to Self-Insured medical plans. Is this correct?
