That doesn't seem right to me, but I am not positive on this. It seems like since he was required to offer COBRA at the time of your qualifying event, that he should have to continue your coverage for your entire 18 months. Yes, he could require higher premiums if he changed to a new plan.
I would recommend calling the DOL on the first situation.
