Yes, your son will become eligible for 36 months of coverage under COBRA, because the loss of "dependent child" status under your plan is a qualifying event. You should formally notify your plan administrator of his change in status within 60 days of that event (his birthday), and then the plan administrator will send him a COBRA election notice which will include information about the monthly premiums.
