If the person was considered disabled for Social Security purposes, then they might qualify for an 11 month extension of COBRA. That is the only extension I am aware of, for someone on an 18 month COBRA. Some people, depending upon the qualifying event, get 36 months of COBRA, so I would double check with them on what the original QE was. After COBRA is up, they should be eligible for a portability policy, I believe.
