Hi Sean! You have a 60 day election period for COBRA. The fact that she declined the coverage that first day is irrelevant, they cannot deny you your 60 days to decide. Did they send you the forms and explanation letter? If not, ask for them again.
Regarding the payment, that is hard to say. Each company can structure their payments as they see fit. Here at my company, the 2 February paychecks pay for February coverage. So yes, it could be true, if they also do it that way. Maybe they could give you a copy of the company policy that shows when the payments come out.
