A national railroad employee was dismissed with a buyout with monthly installments plus a continuation of same health benefits as when the employee worked. This lasted 32 months when the employee was eligible for full retirement. In which case, health benefits terminated. Was Cobra coverage eligible during that 32 month period and exhausted or does it become eligible when the national railroad employee health benefits terminated?
