pre-existing condition
i had coverage under a group plan from 1998 to 2001 when i was laid off. i did not elect to recieve cobra benefits. can my new plan say i have a pre-existing condition for treatment i may have recieved in 2001. does the hipaa 6 month look back only apply if i had cobra or other benefits prior to enrolling in the new plan?
