in example#3 you stated that mary was NOT eligible for cobra becasue her employer had less than 20 employees. Is this still the case, if an employer has 14 employees, and offered a terminated employee cobra, but now they do not want to continue dealing with him. He is always 20 to 25 days late. their current plan has a thirty day grace period, so he stays within that. Bottom line can they just send him a termination letter for the end of next month and get rid of the cobra? or does norbar take over. Yes the plan does allow cobra. Im not sure about nobra. Please respond ASAP!! Thanks
