in example#3 you stated that mary was NOT eligible for cobra becasue her employer had less than 20 employees. Is this still the case, if an employer has 14 employees, and offered a terminated employee cobra, but now they do not want to continue dealing with him. He is always 20 to 25 days late. their current plan has a thirty day grace period, so he stays within that. Bottom line can they just send him a termination letter for the end of next month and get rid of the cobra? or does norbar take over. Yes the plan does allow cobra. Im not sure about nobra.
