I agree. I have never seen any regulation on this subject, and I don't think the participant has any legal leg to stand on. I would contact the carrier to find out how far back they would allow the cancellation and then let the participant know that you can go back that far, and that you will process a refund once the company has received the funds back from the carrier, but only if you get a written request from the participant to cancel back to that date, so you have that on file just in case!
