Yes, I do. COBRA coverage applies to the coverage you had on the day prior to the day of the qualifying event. If the qualifying event was Sept 30th, you have to look and see what coverage she had on Sept 29th. Technically she still had coverage that day, even if it ended at the end of that day. (That would also depend upon whether you do partial or full months of insurance. If you only do full months, then she would have been covered to the 30th.) Send her COBRA notice.
