This is incorrect. Please read the text on this website that refers to Cobra notifcation and election. The employer has 14 days to notify you of your Cobra rights. This 14 day period can be extended to 30 days in certain circumstances. You then have 60 days to elect coverage. After you have elected, you have 44 days to pay the premium.
