How does one go about filing a formal COBRA complaint in any state? A friend of mine was terminated over a year ago, enrolled in the employer's insurance plan, and despite repeated attempts, never to this day received her COBRA notice. The company is aware that she did not receive notice, and has not furnished any proof of mailing. The address information on file for her was current, because her last check was sent certified mail and reached her. This is a for-profit, private enterprise employer with approximately 3,000 employees.
