Yes, they are correct. COBRA has to be elected retroactive back to the date when you lost coverage. You can't elect when the COBRA starts. If you want the COBRA it starts October 1st (in your situation).
Yes, you do have 60 days to elect and then 45 days to pay, but you would still owe all back premiums going back to October.
