They have until August 15th to send out the sign-up packet.
I would send ceritfied or hand deliver the enrollment papers with premium (from the new employer).
A complicated pregnancy can be VERY expensive and you need to get that coverage.

: I'm pregnant and due any day now. My husband, whose insurance covers both of us, left one job and started another on July 1. It would take a little while before his new insurance kicked in; meanwhile, our understanding of the law was that his previous employer was required to send out an offer to join COBRA within 30 days. His new employer graciously offered to pay our COBRA expenses until we were covered by their carrier.
: Unfortunately, today my OB/GYN's office told me that my husband's previous employer had cut off all insurance coverage on July 1. This alone sounds illegal--no grace period? Furthermore, we have never received anything from them re: COBRA. In fact, they only just sent the sign-up packet out yesterday (or so they say--I trust these people about as far as I can throw them).
: Is this a violation of COBRA law? If so, how can we report the previous employer?
