A conversion policy is a good idea if possible, but not probable.
COBRA is not a government program. It's a law. And there is something *they* can do, reinstate you or request the carrier reinstate you.
I think you should push hard for re-instatement and also consult a labor lawyer.
The problem seems to have started with the dependents. Since your case involves damages and very expensive litigation, you can't just give up.
Fight fight fight. 90% of cases are settled out of court, so you stand a good change of getting something.

: Okay, I live in TX, laid off 4/1/06, paid for complete family for 5/06. Requested all dependants be removed, this request was sent along with my premium payment. Well the next month I get a bill for the family rate, I call they say yes your request is documented from your phone call. I insist I also sent a written request that I stapled to the check...
: Anyway, I am forced to send in yet another full family payment when I should only have to pay for myself at the individual rate. BUT I DO IT SO I WILL NOT LOSE THE COVERAGE, Just because the accounting department can't get it together, I am forced to pay whatever amount is billed or face losing my coverage! So I do, pay.
: By the middle of July on the 19th was on the letter, but the 24th was the postmark, (I didn't get all nasty with them I get a revised statement showing they had done the adjustment. However, the credit for the period of July was short by *$74.30 and a due date of August 9th. *81% of the amount was paid by the overpayment I made the prior month while 19% remained due. I think no problem I send in the August payment in too. So I wrote it and gave it to my Mom to mail around the 4th or so, I had some tests going on so I wanted to get it taken care of. I am disabled and do not get out much unless it's a dr. or test. Next thing I know I get a termination notice. Which I totally did not expect, I call and ask my mom if she mailed it and she confirms it was mailed. I call the to find out what was going on I just sent them the 74.30 and the full amount for August, which was due by 8/31/06.
: I have been suffering with chronic pain just a little over a year. I was in the process of getting all my pre-operative work done, and even got on the surgical schedule for the 14th.
: I was told, "yeah, sorry, it's the governmental program and there is nothing that anybody can do, to help me, suicide came to my mind. But my belief wont let me. I am already in chronic pain, now I won't get one of the surgeries, I thought I know pain, but I got another version to try on for size. How can they be that inflexible? What can I do now? With no insurance, still in the process of determination for disability ssdia.gov ssi.gov
: NO JOB, NO MONEY, NO HEALTH OR LIFE INSURANCE!
: What can I do now? I am afraid I will not get the same coverage again. I was told to ask my health carrier to grant me a conversion policy.
: I welcome any thoughts and suggestions,
