Cobra premium % reimbursement

At when time in the past when I was on Cobra, I was able to get reimbursement of up to a certain percentage of my payments out.
Is this still a policy and how do I find out if I am eligible and where can I get the paperwork?

I have already paid for 2 months premium, up until October of this year, 2006.
