Help. If I have paid my COBRA premiun for the full month and my new employer's plan starts before the end of the month is COBRA required to prorate the fee and refund the 'unused' portion? My new insurance policy started in the middle of the month and if I can't get back the money I have pre-paid to COBRA then it certainly feels my previous company and COBRA are stealing at least $400 from me. Please advise.
