Not to be harsh, but employees that don't qualify are not your problem.
She has made the choice of smoking over good rates on health, life and other insurance.
Why should you care? And this will help you in no way. You can't save the world, just help the employees you have now.

: we have 12 employees. when letting go of employees we've run into the problem of not being eligible for cobra. I try to assist these individuals in getting their own plan, but we have someone that can't seem to get individual coverage. (she's a smoker). what can we do? we don't want to leave her in the dust? I've been trying to figure out associations she could join for their medical benefits but I don't even know where to begin?
