"a few days of the month" I dunno what you mean. Cobra is seemless coverage.
They maybe able to send a partial bill depending on plan rules. Check your health plan admin.
2nd question:
"if an employee resigns and had family insurance but his spouse is the only one who needs cobra for a month"
Again, you can enroll only a spouce according to plan rules. If current rules allow a working employee to enroll a souse for a month, then you should be able to also.

: Can an employee pro-rate cobra. Meaning if they only need it for a few days of the month - can the costs be pro-rated?
: Also - if an employee resigns and had family insurance but his spouse is the only one who needs cobra for a month...can he elect cobra for his spouse only or must he have to take cobra as well...in order to get it for his spouse?
