Yes - each covered member has an independent right to COBRA

: Can a former employee elect COBRA coverage for her dependent children only, without electing coverage for herself? AND - If she elects for herself and children initially, can she then drop the coverage on herself but keep her children covered? I would assume only if she has evidence of new coverage but not sure if COBRA requires evidence of new coverage.
