Mini-COBRA Q'S
I've been getting conflicting information on this so hopefully you can help me. We have a client that has a group medical plan. They had to start complying with COBRA this year. At that time they only had a medical plan. Blue Cross Blue Shield of Florida offers COBRA administration at no cost to them through Ceridian.
At the request of their employees, they recently implemented a voluntary dental plan through a different insurance company. The employer payroll deducts the premium and pays the invoice. A question has come up as to whether or not COBRA compliance is required on the voluntary plan. They had a lay off and one of the people wants to continue his dental coverage. He thinks he is entitled to continue the voluntary dental coverage under COBRA. I don't know whether it makes a difference or not but he rejected the group health insurance plan.
I called the dental carrier and was told he could continue the coverage through "mini-COBRA" even though "mini-COBRA" in Florida only applies to group medical plans. They told me that's the only way for them to set him up in their system because the group has fewer than 20 employees covered under the dental plan. This doesn't make much sense to me.
Since I haven't been able to find a definitive answer, I'd appreciate whatever information you can provide.
