COBRA (mini) Florida Company says they have none

I was just laid off and my company said they do not have COBRA.
The only way, I think they get by is by splitting there company in 2,
creating a different name for each, thus allowing it to be less than 20
employees per. However, if I'm reading this right, Fl has the mini COBRA.
Do I contact my insurance carrier and ask for the continuation? Or does my
ex-employer have to get involved? Thanks for any direction you can give me.
