We have an employee who is retiring. She works for Company A, which is under one health plan. the owner of Company A also owns a Company B, which has its own health plan and fewer than 20 employees. The two companies combined equal more than 20 employees.

Is the owner required to offer Cobra to his employee who is retiring?
