I would say no, because they are two seperate entities. There is a formula for adding part time works together based on hours, but that does not apply.
However, you want to check your state mini cobra law to see if Company A by itself may have to offer COBRA.

: We have an employee who is retiring. She works for Company A, which is under one health plan. the owner of Company A also owns a Company B, which has its own health plan and fewer than 20 employees. The two companies combined equal more than 20 employees.
