You can leave your job and still get COBRA. If you get fired for gross misconduct (workplace violence, fraud, erc.) you do not qualify for COBRA.
However, to get the new government subsidy, you must be involuntarily terminated.
So if you want the government to pay 65% of the premiums, they must let you go.

: I am currently working for a University in California. I have been with the company for over 4 years. I am going on Maternity soon and don't want to go back after the maternity leave runs up, do I qualify for cobra if I quit the job? Or do you have to be fired to get cobra?
