The intent of the COBRA subsidy was people that can't maintain their health insurance because of price, keep their coverage by making it more affordable.

The Senate also is expected to vote by the end of the week to renew long-term unemployment benefits and a federal subsidy for COBRA health insurance benefits for the unemployed, both of which expire on Sunday.
