They most likley are responsible, however, they can claim they sent the cobra paperwork and it's your word against theirs.
Have you contacted the health plan adminstrator? Since it's a large company, they most likley self admin their COBRA participants. If they are not reponsive you need to send a them a demand letter certified stating your termination date and employee info.
State that you never recieved notification are required. And request notification giving your correct current mailing address.
You can also go in to the corp HQ or HR and request the COBRA notice be hand delivered.
There are other steps you can take, but there are good first steps.

: what is the law reguarding Cobra insurance. was released from job in March and never received info reguarding COBRA insurance. Are they not resposible to do this within a time limit? it is a very large company spanning 4 states. i asked about it once and was told they would look into it...
