Norman, I believe your wife would only be eligible for 18 months of COBRA, altho this is one area where it gets confusing, as you found out. I think it would depend upon when you yourself became covered by Medicare. If it was less than 18 months ago, then she may be eligible for some additional months. (But due to your age, I assume you have been covered more than 18 months, thus my thought that she would only be eligible for 18 herself.)

Here's the example from the DOL Model notice:
For example, if a covered employee becomes entitled to Medicare 8 months before the date on which his employment terminates, COBRA continuation coverage for his spouse and children can last up to 36 months after the date of Medicare entitlement, which is equal to 28 months after the date of the qualifying event (36 months minus 8 months).
