The COBRA coverage would be the exact same coverage she had as an employee, so if she did not have maternity coverage, then she still would not under COBRA. Same thing with the Wisconsin issue. It is important to remember that COBRA is not separate coverage. It just allows you to continue the coverage that you already have.

If her husband has been covered under the policy, then yes, she could elect COBRA for him as well, but if he has not been covered, then she would not be able to add him on until any open enrollment that they might have.
