# of employees for eligibility
I see that one is eligible for COBRA if s/he was already covered under an employer group health plan, and is laid off or quits - and the employer had at least 20 emplyees. My question, how does one count employees:
1) Only employees participating in the health plan, or all employees?
2) Only full-time employees, or part-time also?
Any info would be greatly appreciated. Thanks.
