Federal employees are not covered by COBRA, but under a similar law (I don't know what it's called).
According to the DOL COBRA FAQ:
Federal employees are covered by a law similar to COBRA. Those employees should contact the personnel office serving their agency for more information on temporary extensions of health benefits.
You may not need COBRA until actually divorced, but I believe that could depend upon whether your state law recognizing legal separation or not. I'm not positive on that.
