COBRA Federal Mandate?
I worked for the government of Guam and have just recently left my employment with them. Guam is a US Territory and businesses on island comply with the COBRA law. I was informed by my HR person that Gov. Guam does not offer COBRA to their former employees. Is this legal or is the government of Guam non-compliant? Any assistance with thsi matter would be great.
