I am not positive on this, as I just did a quick look for the applicable code, but from what I found it appears that the govt is correct and they are not covered by COBRA.
From Title 42, Chapter 6A, Sec 300bb-1, which is where the state and local government COBRA requirement is spelled out.
(b) Exception for certain plans
Subsection (a) of this section shall not apply to --
(2) any group health plan maintained for employees by the government of the District
of Columbia or any territory or possession of the United States or any agency or
instrumentality.
To further verify, you may want to contact the DOL and ask them.
