Your best bet for questions would be either the prior employer's HR department or the actual insurance carrier. Since we don't know who either of them would be, we can't give you a phone # of course.

Yes, you are correct that you have 60 days to elect the coverage. Once you elect it, coverage would be retroactive back to the date of the loss of coverage, so any claims during that time period should be paid.
