"NO" they can not limit you to a certain amount of time on COBRA, only what the law permits, which is 18 months, unless you are eligible for the extended amount of time.
If you decide to continue on COBRA and waive your medical with your new job, you will be qualified at the time your COBRA expires to get on the plan with your new employer.
