I am no expert of this situation, but it sounds to me like your new insurance carrier did not get a copy of your Certificate of Creditable Coverage, so that they could apply your previous coverage to your pre-existing condition clause. Plans can still have pre-existing condition clauses under COBRA & HIPAA but they are limited and any prior coverage needs to be credited. It sounds like you had continuous coverage for quite a while before this new carrier started, so you just need to provide them with a copy of your prior insurance's certificate so they know how many months to credit.
I would call BC/BS and ask them if they show record of your creditable coverage. If not, then you need to send them a copy of the certificate you should have received when your last coverage ended.
