I am sorry you are having this trouble, but unfortunately, yes, the employer IS allowed to cancel the insurance immediately. They only have to then reinstate it back to the termination date once the COBRA has been elected and paid for.
I would just advise you to get the paperwork and payment in as soon as possible, and keep copies of anything you have had to pay out of pocket, so you can submit claims for them as soon as your coverage is reinstated. Hopefully it won't take so long to get it straightened out. If you haven't paid the doctor directly yet, you might even be able to ask them to rebill it to the insurance.
