I have been insured with a group plan through my employer (only two of us are insured out of a staff of 3). My employer is happy to offer Cobra coverage to me (she understands that she will need to offer to other employees in the future). The group health provided has said they won't allow this to happen due to our small size.I have checked with our broker, talked directly to the provider and checked EBSA and Cobra information online and by telephone and can't get a firm answer about why this is being denied. Can the health care provider decide to deny this even if my employer is willing to continue? I live in Arizona and am aware that, unlike many states, we don't have a "mini-Cobra" law which primarily protects employees of small companies. The Cobra laws -federal and "mini" seem to be in effect primarily to protect employees of companies with 20 or more
