There are two types of COBRA notices, the Initial Notice and the Qualifying Event notice. The Initial Notice must be given to everyone who enters the plan, generally within 90 days (I think, not positive on that...) It is a general notice that explains your COBRA rights should you lose your coverage and also the notice obligations that you have. The Qualifying Event notice is then sent when you actually lose the coverage and it again tells you about your rights and obligations, and has the form to sign up and the rates, etc.
What you received will depend upon what it said and what additional info it contained (such as the election form). Perhaps your company changed to a new TPA who will be administering COBRA for them, so they just wanted to resend the Initial Notice to everyone to remind them.
