Yes, you could sign up for COBRA and then just pay for the one month of coverage that you will be needing.
Regarding the break in coverage - I could be remembering wrong, but I thought that the break in coverage had to be at least 62 or 63 days before they could count it against you for things like that. Otherwise they would have to credit you with your prior service towards the pre-existing limitation. You might just double check with them on how that would work, to make sure you truly need to get the COBRA for that month.
