Continuation of COBRA and a New Policy

I have been reading where one may continue his/her COBRA policy while satisfying a pre-existing condition period on a NEW GROUP plan. Can one also continue the COBRA policy to the full 18 months to satisfy a pre-existing condition on a new INDIVIDUAL private policy?

In my state (PA) you can buy (through Blue Cross)an HIPAA policy that does not contain pre-existing exclusions but there are also other individual guaranteed policys that are cheaper (not HIPAA eligible) that have a 12 month pre-existing clause. I would like to buy the cheaper policy and carry the two (COBRA and the individual policy) for the 12 months that I would have a pre-existing condition clause, if at all possible.
