COBRA is not a health insurance plan. In order to be insured you either have to buy an individual policy or work for a company that has group benefits. Its hard to believe that an insurance company turned you down at age 19 for headaches but that is why we need insurance reform badly. That said, try Blue Cross in your state. Many BC's offer guranteed policies (they won't turn you down) but they may have a one-year pre-existing condition rider. You can try and gap that exclusion period with a decent health discount policy (not to be confused with insurance; but it will save you some money if you need treatments). Best of luck to you!
