Yes, COBRA can be very expensive. A lot of people don't realize how much money their employer was spending on the coverage, so are shocked to see the actual rates. Yes, you probably can get private insurance cheaper, but the problem of pre-existing conditions comes up. For private insurance, there is no guarantee that they will accept you. If you have any sort of current medical condition they can deny you the coverage. That's why it can be so cheap, it's only for healthy people! :) Many people who take COBRA are the ones who are already ill, so they have to pay the crazy premiums otherwise they will have no coverage to deal with their medical issues.
