I too had that problem and when I called the COBRA rep got "lip" service that it would take several weeks. A friend suggested that I call the HR dept of my former employer and tell them my problem. (From what I have learned, sometimes the employer has not sent in their paperwork to the COBRA company even though you have!) HR "did it's thing" and it was taken care of that day and my insurance card began to work that day too!
