I was told that you can apply for and pay for COBRA retroactively.

So can I NOT elect COBRA Coverage and then if I need it, get it anytime after (as long as it's within the 18 month deadline)?
or
Once I elect COBRA coverage - do I have to start paying premiums or only if I actually use the COBRA insurance?
