WHO do I notify of a company's violation of COBRA?

I was laid off 8/2002 and immediately exercised my insurance portability rights with COBRA. I have been covered with no lapses of payments. My former company changed insurance providers without notice to me. I believe the law requires them to give me 30 days notice before changing any services. I need to verify this. If I am correct, who do I notify that my company violated my COBRA rights? Thanks.
